The Vely chatbot: a persistent, minimizable, non-modal assistant docked beside the page content. The conversation survives navigation, minimize, and reload — only the × button ends it.
This is the app-shell view. The lifecycle deep-dive (state machine, ownership, spatial spec, resume, security) lives in ../ai/persistent-chatbot.md. The chatbot-vs-deskbot product contract lives in ../ai/surfaces.md.
Lifecycle
Three states, owned by a client-only module singleton (src/lib/state/chatbot-session.svelte.ts, chatbotSession) — not the modals store. The singleton owns the live @ai-sdk/svelte Chat, so the thread outlives the panel unmounting (minimize, navigation, cross-group AppShell remount, locale switch).

Panel
Non-modal: desktop docks as a full-height right-hand column (<main> reflows via md:pr-[28rem], never overlaid); mobile is a bottom sheet. Header carries four buttons — history, new chat (+), minimize (—), close (×).
On public pages a site-awareness disclosure chip ("Asking about ") sits above the input, signalling that Vely knows your current route; it is absent on private routes (/app, /admin, /auth). The chip shows if and only if the route is in the prompt this turn. See ../ai/site-awareness.md. v1 built (dev, uncommitted).

AppShell.svelte mounts the panel only while chatbotSession.phase !== 'closed' (the heavy AI graph stays out of the initial payload). See ../ai/persistent-chatbot.md for ownership and resume, and ../ai/README.md for provider configuration.

Critical: AI API calls are expensive. Rate limiting prevents abuse and cost overruns.

Implementation
Limiters are built with createLimiter from $lib/server/api/rate-limit.ts and keyed on the user ID. Layer one limiter per window. See abuse/rate-limits.md for the factory contract and limiter catalog.
